The Two Seas and How Progression Works
GPO splits its world across the First Sea and the Second Sea, and the wall between them is the game's defining mid-game gate. First Sea leveling runs from the Town of Beginnings (levels 1-10) through Sandora, Shell's Town, Island of Zou, Baratie, Skypiea, Gravito's Fort, and Fishman Island (up to level 325). The Second Sea opens via a World Scroll run through Rough Waters — expect a guaranteed Sea Beast encounter on the way — and continues from Thriller Bark (level 325) to the Rose Kingdom and the level 675 cap.
